Al O. Orolfo is a public management practitioner with exposures and experiences in environment and natural resources conservation and protection through the adoption of proactive human resource management strategies and programs.  Has 25 years of government service and acquired significant experience in development management, project management, social mobilization and networking, wildlife law enforcement, protected area management, coastal resource management and ecotourism development. Specifically, proven track record in developing environment related training courses, facilitating performance recognition and advocacy on core competencies that enhance personnel perception, experience, attitude, knowledge and skills (PEAKS). He trained at the Center for Communication and Training Development, National Institute of Public Administration of Malaysia and Singapore Environment Institute. He also attended courses on Environmental Systems Resource Management and Planning and Conflict and Resolution at the University of Queensland, Brisbane, Australia. Furthermore, he is also a Certified eLearning Expert by inWent Germany and University of the Philippines Open University.

Handles coordination activities on Solid Waste Management (SWM) which needs the attention of the Secretary. Pioneered the adoption of eLearning Technology at the DENR through its Sustainable Cities Program under EMB.

Developed the DENR Green Multiplier Program that aims to bring climate change mitigation at the workplace level; Designed high impact Executive Development Program of the Department; initiated the pilot implementation of the Organization Performance Evaluation System-Performance Management System (OPES-PMS); ensured transfer & development of skills in Environmental Management System (EMS) Training Programs; actively pursued conservation measures in Greening Program - Power and Water Supplies Committee; provided efficient Secretariat services to Personnel Recognition and Awards and Incentives for Service Excellence (PRAISE) Committee that lead to several employee award programs; ensured the completion of the 1st DENR Human Resource Plan; actively served as Lead Facilitator of GTZ Common Assessment Framework Program; effectively served as ASEAN Protocol Officer; and authored various Administrative Orders (related to training and development, e.g. Wellness at Work (WAW) Program, DENR Internship Program).

  • Community Development Officer II/Chief, Social Forestry Section (DENR-CENRO/PENRO, Catanduanes) – 1991 to 1995


Promoted and established the Federation of Provincial Federation of Community-Based Forestry Program Leaders; executed extension/community organizing services and training courses for upland community leaders; provided technical inputs to the Technical Working Group of the Ford Foundation’s  funded Upland Development Program in the production of the Agroforestry Manual Kit; served as Radio Announcer for ISF IEC Programs to ensure widespread communication of DENR Programs in rural areas; supervised ISF areas which won Best Tree Plantation Site and Best Model Site in Region V; pioneered and facilitated the LBP extension of loan to upland community farmers; and established strong linkages with OGAs and NGOs
