He was born as Livino Bandiola Duran to Vicente Martizano and his wife, Socorro Dioso Bandiola on June 26, 1959, in Sebaste Antique.

Duran completed his undergraduate education at G. Araneta University Foundation with a degree Bachelor of Science in Forestry. He earned his master's degree in Public Administration from International Academy of Management and Economics in 2001. He was also conferred CES Eligibility in 2003.

He started his career at the Bureau of Forest Development in 1982. He became the Provinvial Environment and Natural Resources Officer in 2005 - 2009. He was designated as OIC - Regional Technical Director for Forest Management Service, DENR 6 in 2014 - February 2017.

With the continuing reorganization of the Department, he is designated as the OIC Regional Director of the Environmental Management Bureau Region 6, through a Special Order dated February 28, 2017 signed by DENR Secretary Regina Paz L. Lopez. He became the OIC Regional Director for Negros Island Region from April 27, 2017 to present.

He is married to Josephine Adorio and they have four children.
